How to make it

Position a rack at the top (top and middle for 4 servings) and preheat the oven to 425°F. Rinse and dry all produce. Trim, peel, and cut the carrots into 1/2-inch rounds. Zest and quarter the lemon. Trim and thinly slice the scallions, separating the whites from the greens.

Combine the rice, 3/4 cup water (1 1/2 cups for 4 servings), and a big pinch of salt in a small pot. Bring to a boil, cover, and reduce to a low simmer. Cook until the rice is tender, 15-18 minutes. Keep covered off heat until ready to serve.

Toss the carrots on one side of a baking sheet with a drizzle of olive oil, salt, and pepper. (For 4 servings, spread across the entire sheet.) Roast on the top rack for 7 minutes.

Pat the chicken dry and season with salt and pepper. Drizzle with oil to coat. Once the carrots have roasted 7 minutes, stir the carrots and place the chicken on the opposite side. (For 4 servings, place the chicken on a second sheet and roast on the middle rack.) Return to the top rack and roast until the chicken is cooked through, 15-18 minutes more. USDA minimum: 165°F for chicken.

When the chicken has 5 minutes left, melt 1 tablespoon butter in a large pan over medium-high. Add the scallion whites and cook until fragrant, 1-2 minutes. Stir in the bulgogi sauce and 1 tablespoon water. Simmer stirring until warmed through, 2-3 minutes. Add a splash more water if too thick.

Fluff the rice and stir in half the lemon zest, 1 tablespoon butter, and a squeeze of lemon juice; season with salt and pepper. Thinly slice the chicken crosswise. Divide the rice, chicken, and carrots between plates. Drizzle the chicken with sauce. Scatter with scallion greens and sesame seeds. Serve with the remaining lemon wedges.
