Heat a drizzle of oil in a medium pot over medium. Add the curry leaves and mustard seeds. Cook about 30 seconds until the mustard seeds pop โ stand back as the oil may spatter.

Add the garlic, ginger, onion, and carrots. Cook stirring occasionally 3-4 minutes until softened. Add the garam masala, cumin, and turmeric; stir about 30 seconds until fragrant. Add the lentils and stir to coat in the spices.

Add the vegetable broth and 2 cups water. Bring to a boil, then cover, reduce to medium-low, and simmer stirring occasionally 20-25 minutes until the lentils are cooked through and the mixture has thickened.

Divide the rice between 2 bowls. Top with the lentil mixture. Squeeze lime juice over each serving. Garnish with the cilantro and sliced chili pepper.
