How to make it

Rinse and dry all produce. Peel and mince the garlic. Halve the celery and slice crosswise into 1/2-inch pieces. Stem, seed, and medium dice the bell pepper. Peel and small dice the onion. Trim the scallion root ends and thinly slice, keeping the white bases and green tops separate. Quarter and deseed the lemon. Finely chop the parsley.

Heat 2 teaspoons olive oil in a large pot over medium-high. Add the garlic, celery, bell pepper, onion, and white scallion bases; season. Cook stirring occasionally 4-6 minutes until softened and fragrant.

Add the rice and 3/4 of the spice blend; season. Cook stirring frequently 1-2 minutes until toasted and fragrant.

Add the diced tomatoes and 3 1/2 cups water; season. Bring to a boil, then reduce to medium-low. Simmer stirring occasionally 14-16 minutes until the rice is tender and the mixture has thickened. Remove from heat.

Meanwhile, pat the shrimp dry; season with salt, pepper, and the remaining spice blend. Toss to coat. Off the heat, add the seasoned shrimp, half the parsley, and the juice of all 4 lemon wedges to the pot; stir. Let stand 2-3 minutes until the shrimp are opaque and cooked through. Taste and season.

Divide between 2 dishes. Top with the green scallion tops and remaining parsley.
