Pat the cod dry. Cut each fillet lengthwise into 3 equal pieces; season with salt and pepper. In a bowl, whisk together the rice flour and 1/4 cup water until smooth; season.

Heat a thin layer of oil in a large pan over medium-high. When a drop of batter sizzles immediately, work in batches: dip each piece of cod in the batter (let excess drip), add to the pan, and cook 6-8 minutes on the first side until golden and crispy. Flip and cook 2-3 minutes more. Transfer to a paper towel-lined plate and season immediately. Wipe out the pan.

Heat the same pan over medium-high. Warm the tortillas in batches, 1-2 minutes per side, until soft and pliable. Divide between 2 plates.

Divide some slaw between the warmed tortillas. Top with the cooked cod and avocado. Garnish with radishes and cilantro. Serve with the remaining lime wedges and any remaining slaw.
