Stack the tortillas and cut lengthwise into 1-inch strips. Rinse and dry all produce. Drain and rinse the beans. Stem the peppers, halve lengthwise, seed, and medium dice. Wash your hands immediately after.

Heat a drizzle of olive oil in a large nonstick pan over medium-high. Spread the diced peppers in an even layer and cook undisturbed 1-2 minutes until lightly browned. Add the drained beans; season with salt, pepper, and up to half the spice blend. Cook stirring frequently 1-2 minutes until combined. Add the tortilla strips, cilantro sauce (it may spatter), cream (shake the packet), and 1/4 cup water (1/2 cup for 4 servings). Cook stirring frequently 1-2 minutes until combined and heated through.
