How to make it
1
Combine the rice, 1 1/4 cups water (2 1/4 cups for 4 servings), and a pinch of salt in a small pot. Bring to a boil, cover, and reduce to a low simmer. Cook until the rice is tender, 15-18 minutes. Keep covered off heat until ready.
2
While the rice cooks, rinse and dry all produce. Trim the stems from the shishito peppers using kitchen shears. Quarter the lime. Roughly chop the cilantro.
3
Pat the steak dry and cut into bite-sized pieces. Season all over with salt and pepper, then toss with the cornstarch to coat. Heat a drizzle of oil in a large pan over medium-high. Add the steak and cook stirring occasionally until browned and cooked through, 2-3 minutes. Transfer to a plate. Wipe out the pan.
4
Heat a drizzle of oil in the same pan over medium-high. Add the shishito peppers and cook stirring occasionally until browned and blistered, 2-3 minutes.
5
In a small bowl, combine the chili sauce, 2 1/2 tablespoons sweet soy glaze, and 1/2 teaspoon sugar (5 tablespoons soy glaze and 1 teaspoon sugar for 4 servings). Return the steak to the pan with the chili-soy mixture and 1 tablespoon butter (2 tablespoons for 4). Cook stirring until the steak and peppers are thoroughly coated, 1-2 minutes. Remove from heat and stir in a squeeze of lime juice.
6
Fluff the rice and stir in the garlic-ginger scallion paste. Season with salt and pepper. Divide between bowls and top with the steak and shishito peppers. Scatter with crispy fried onions and cilantro. Serve with the remaining lime wedges.
