In a bowl, combine the biscuit mix, flour, sour cream, half the cheddar and Monterey Jack, and 1 tablespoon water (2 tbsp for 4 servings). Stir until just combined — do not overmix. Scoop into 2 equal dollops (4 for 4 servings) on one side of the pan. Top with the remaining cheddar and Monterey Jack. In a bowl, whisk together the honey, mustard, and mayonnaise; season with salt and pepper.
